Donegal County Council’s online planning system aims to deliver better and more efficient service to the public and business through its online 24/7 self-service capabilities. It supports transparency in decision-making and the application of policy. The system has delivered cost-effectiveness and efficiency in service administration.
- Wireless City
Derry City have pioneered better municipal service through a free wireless network in the city centre. A wireless campus enables an enhanced wireless learning environment and assistance for business. The Wireless Council concept delivers more efficient case management, paperless meetings, environmental conservation etc. Virtual guided city tours are also provided.
- Integrated Aid System
The online grant and subsidy management system (IAS) offered by EMCANTA (Cantabria, Spain) delivers greater efficiency in the management of grants and subsidies through faster service delivery and payments.
- eLocal
EMCANTA (Cantabria, Spain) have developed eLocal as a means of achieving modernisation in municipal administration. This has resulted in better service for residents together with cost-savings realised from deployment of a single common IT platform.
Disseminating Good Practice - Exchanging Experience
The obvious benefit in participating in a project such as PIKE is the capacity that exists to learn from the experience of other regions in delivering successful ICT initiatives. Regions are able to gain firsthand knowledge and understanding of the challenges and opportunities that may be encountered.
The first step to disseminating was to document the good practices with a view to describing their lifecycle from initiation through development and implementation. This was achieved through the Good Practice Transfer Documents which, upon completion, were translated into the various partner languages.
A Good Practice Transfer Workshop was held in November 2008 and hosted by Donegal County Council. This afforded an opportunity for transferring partners to present the Good Practice Transfer Document and facilitated Questions and Answer sessions for partners on them to improve understanding.
The next step is the hosting of study visits in each of the transferring authorities. Partners who are interested in pursuing a particular Good Practice have an opportunity to visit with the transferring authority for a tailored programme. This will allow them access to the individuals, specialist knowledge and technology walkthroughs that made the Good Practice possible for the transferring authority.
