Death of Frank Maloney, RIP

It was with great regret that the I, the staff and Members of the Council learned of the death of former Donegal County Manager, Frank Maloney. Frank served as Manager of the Council from October 1, 1983 to May 1, 1991 when continuing poor health caused him to resign in advance of the date he was due to retire. Notwithstanding the ill-health he suffered during his term of office Frank served the County with great commitment, dedication and distinction. The 1980’s was a period characterised by financial restrictions with little discretionary funding yet Frank was able to successfully negotiate an acceptable balance between financial rectitude and the need for priority investments and development in the County. Frank was highly regarded by all the staff who served with him as being very approachable and fair and his personable and sociable style was very popular with members and staff alike.

Frank had a long and distinguished career of over 38 years in the local government service. A native of Clare he served as a clerical officer there for 6 years before becoming Town Clerk in Youghal for 10 years from 1959. He served as County Accountant in Wexford for a year and as Town Clerk in Dundalk for 2 years before being appointed as Leitrim County Secretary for 6 years from 1972. Before his appointment as Donegal County Manager in 1983 he served as Assistant County Manager with Cork County Council from 1978.

In 1967 Frank was awarded a Bachelor of Commerce degree in UCC having previously being awarded a Diploma in Economic and Social Science by UCG in 1956. His sharp intellect and knowledge of the local government system made him a very valued and respected member of the County & City Managers Association.

On behalf of myself and the staff of Donegal County Council I offer my sincere sympathy to his wife Margaret and his family on his untimely death at the age of 71 years.
