Deadline for payment of Residential Property Charges

Donegal County Council has this week highlighted the deadline date of the 30th June 2010 for the payment of monies under the Non-Principal Private Residences charge.

Anyone owning a private rented property or holiday home is liable to pay this €200 charge in respect of each and every such unit that they might own regardless of where they themselves live.

Speaking this week the Head of Finance in Donegal County Council, Mr. Garry Martin urged those who had not yet paid their 2010 charge to immediately consider doing so. “People should be aware that for payments not received before the 30th June, 2010, a €20 late payment fee will apply in respect of each month or part of a month during which the charges remain unpaid. For example, if someone did not pay this charge for a full year their liability at the start of the following year, would be €440 (€200 charge plus €240 penalties) at which point and time they will then also be due to pay the following years charge”.

The NPPR charge is a self assessment charge. Property owners themselves are required to determine and declare their liability to the NPPR charge. No invoices or notices requiring payment will be issued by Donegal County Council with regard to same. Those wishing to make payment can do so on line at www.nppr.ie or alternatively payment can be facilitated at all Council and Town Council Offices in the County.

“ It should be noted because the payments are paid through the Central Bureau that cash payments are, unfortunately not acceptable but credit card, debit card, cheques etc. are all acceptable”. Mr. Martin further advises “All payments being made through the offices should be made payable to the ‘LGCSB NPPR’.

In conclusion, Mr. Martin advised that a substantial proportion of charges have already been paid for 2010 but that in order to avoid penalties and subsequent sanction when the Council follows up and pursues persons not paying, that every effort should be made by persons to pay before the deadline date “We will assist and facilitate any query that anyone may have but people must be aware that these payments are due and payable in line with the ‘Local Government (Charges) Act 2009’ and that in the event that a person attempts to avoid such a charge that their property cannot change hands either through normal sale or through a will, as the legal profession has committed to ensuring that all such charges are discharged prior to any transfer of properties falling into this category”.
