Review Of The Regional Planning Guidelines For The Border Region 2004-2016 And Preparation Of New Regional Planning Guidelines 2010-2022
Invitation For Submissions On Issues Paper And Issues For Inclusion In Environmental Reports
The Border Regional Authority has notified Donegal County Council, of its intention to review the current Regional Planning Guidelines for the Border Region, and prepare new Regional Planning Guidelines for the period 2010 to 2022.
The functional area of the Border Region comprises of Donegal, Sligo, Leitrim, Cavan, Monaghan and Lough County Council areas. The objective of the Regional Planning Guidelines is to provide a long term strategic planning framework for development of the Border Region, for the period 2010-2022, and to guide and inform the Development Plans and Local Area Plans of the Councils in the Border Region.
As part of the review, a public consultation period is being launched to ascertain the views of the community and voluntary sector, public and interested parties. An Issues Paper and an information Leaflet have been prepared by the Regional Authority, outlining matters and issues to be considered in the preparation of the new Regional Planning Guidelines, and to assist in the writing of submissions.
The Border Regional Authority also proposes to carry out a Strategic Environmental Assessment (SEA), and where appropriate, a Habitats Directive (Article 6) Appropriate Assessment, in parallel, and as part of the making of Regional Planning Guidelines. For this purpose, an Environmental Report and a Habitats Report will be prepared on the likely significant effects on the environment of implementing new Guidelines. The provisions of Article 10 of the 2004 SEA Regulations shall apply (as mentioned in Article 15 of S.I. 436 of 2004). Environmental submissions and observations are invited in relation to the scope and level of detail that should be included in the Environmental Report and Habitats Report.

The Community and Enterprise Sections have been specifically asked to support the consultation process by consulting all relevant community groups/networks within the county that may have an interest in the Regional Planning Guidelines. As such we are contacting you in this regard. Any such response that you might have should be submitted via this office either in hard copy or by email to the address below, to arrive no later that 4.30pm 8th April 2009, in order to enable us to meet our submission requirements.
