End of Life Vehicles (ELVs)
The Waste Management (End of Life Vehicles) Regulations 2006 provide for the implementation in Ireland of Directive 2000/53/EC on end of life vehicles.
Registered owners wishing to scrap their vehicle (passenger cars/commercial vehicles up to 3,500 kg gross vehicle weight) should bring the vehicle to an Authorised Treatment Facility (ATF) for destruction and hand in their Vehicle Registration Certificate . The ATF will issue a Certificate of Destruction (COD) and send the orignal certificate to the Vehicle Registration Unit, Shannon, Co Clare. The VRU will then "Lock Down" the record and no further activity will occur on the vehicle record.
Motor Tax Offices can only record all other vehicles as scrapped on the computer system if the owner submits the registration book.
Vehicles registered after 1/1/93 - the Vehicle Licensing/Registration Certificate should be forwarded to Vehicle Registration Unit, Shannon, Co. Clare.
Scrapped Vehicle back on the road
If a vehicle, which was declared scrapped prior to the introduction of the End of Life Regualtions, is now being requested to be put back on the road, applicant must submit an Insurance Assessors report which conforms to the requirements of the Construction, Equipment and Use Regulations (S.I. 190 of 1963). A valid NCT certificate does not meet the requirements.
If the Vehicle Licensing Certificate/Registration Certificate had been submitted at time of scrapping, the motor tax office will advise Shannon that the vehicle is now back on the road and Shannon will forward the registration certificate to the owner.
If the old brown logbook is with the Motor tax office, the office will hand the logbook back out to customer.
If a refund was processed in respect of this vehicle when it was declared scrapped the owner/new owner may be liable to repay this refund money.
