Comment on the Draft Donegal Development Contribution Scheme 2016-2021

Donegal County Council has prepared a new Draft Donegal Development Contribution Scheme 2016–2021 for the County (which includes the functional areas of the former Town Councils of Letterkenny, Buncrana and Bundoran), in accordance with the provisions of Section 48 of the Planning and Development Acts 2000-2015.

 

The Draft Donegal Development Contribution Scheme 2016–2021 is on Public Consultation during the period 24th June 2016 to 16th August 2016 (both dates inclusive).  Written submissions and observations about the proposed scheme may be made either by:

  • E-mail to developmentcontributionscheme@donegalcoco.ie or
  • Post to Development Contribution Scheme, Central Planning Unit, Donegal County Council, County House, Lifford, Co. Donegal no later than 5.00pm on Tuesday 16th August 2016.

 

A copy of the Scheme may be viewed at the following link Draft Development Contribution Scheme 2016-2021 or a hard copy can be inspected during normal office hours, Monday to Thursday (9.00am to 12.30pm and 1.00pm to 5.00pm) and Friday (9am to 12.30pm and 1pm to 4.30pm) from Friday 24th June 2016 to Tuesday 16th August 2016 (both dates inclusive) at the following Council offices:

 

  • Lifford Headquarters, Donegal County Council, County House, Lifford.
  • Letterkenny Public Services Centre, Neil T. Blaney Road, Letterkenny.
  • Milford Public Services Centre, Main St., Milford.
  • Dungloe Public Services Centre, Gweedore Road, Dungloe.
  • Carndonagh Public Services Centre, Malin Road, Carndonagh.
  • Donegal Public Services Centre, Drumlonagher, Donegal Town.

 

The Draft Development Contribution Scheme 2016-2021 may also be inspected at the library facilities in the County during their respective normal opening hours.

 

The scheme sets out proposed charges for a variety of development sectors to part fund “public infrastructure and facilities”.

 

The types of ‘public infrastructure and facilities’ that can be funded by the Development Contribution Scheme are:

(a)   The acquisition of land.

(b)   The provision of open spaces, recreational and community facilities and amenities and landscaping works.

(c)   The provision of roads, car parks, car parking places, sewers, waste water and water treatment facilities, service connections, watermains and flood     relief work.

(d)   The provision of bus corridors and lanes, bus interchange facilities (including carparks for those facilities) infrastructure to facilitate public transport, cycle and pedestrian facilities and traffic calming measures.

(e)   The refurbishment, upgrading, enlargement or replacement of roads, car parks, car parking places, sewers, waste water and water treatment facilities, service connections or watermains.

(f)    The provision of high capacity telecommunications infrastructure, such as Broadband.

(g)   The provision of school sites, and

(h)   Any matters ancillary to paragraphs (a) to (g).

€1,555.82 per pitch. N.B. 50% reduction on permanent caravans on first 10 pitches. No reductions thereafter. (Buildings e.g. toilets / laundry / office / shop to be charged at commercial rate)

Touring Caravan / Motorhome Site

€1,555.82 per pitch. N.B. 50% reduction on caravans on first 10 pitches. No reductions thereafter. (Buildings e.g. toilets / laundry / office / shop to be charged at commercial rate)

Bed & Breakfast / Guesthouse

First 4 bedrooms = No charge. €500 per bedroom in excess of four bedrooms

Car Wash

€1,000 flat rate (Applicable only to such units outside established forecourts)

Town / Village Centre Development

Refer to Table 7 in Full Scheme

Advertisements

€20 per m2 subject to a minimum charge of €40

Golf course / Pitch and Putt

€810 per Ha. NOTE : Commercial buildings / Clubhouses to be charged at commercial rate, Class 4, based upon floor area)

Windfarms & Other Renewable Energy Proposals

€2,000 per 0.1MW generated for renewable energy projects.

NOTE : No waivers, full or partial will apply for proposed renewable energy developments primarily delivering energy off site (for sale), whether for use in Ireland or for export.

Telecommunications Masts

€11,374 per mast

Telecommunications Antennae

€5,000 per antennae

Agricultural buildings / horticulture / garden centre - nursery

Below 200 m2 exempt

Above 200 m2, €2.50 per m2 for every m2 above 200m2

Use of land for intensive agricultural purposes

€600 per Ha
