Donegal County Council is seeking Expressions of Interest (EOI) from landowners, property owners or developers who may have land or property suitable for the development of a new community library in Donegal Town.

The Council intends to develop a modern, inclusive community library to serve the people of Donegal Town and its surrounding hinterland. The library is envisaged as a town centre facility that is welcoming and accessible to people of all ages and to a wide range of community users, with flexible spaces to support learning, culture and community engagement.

Location

It is intended that the library will be located within or immediately adjoining the town centre, with a strong pedestrian connection to The Diamond area and close to existing amenities and services such as schools, shops, community and recreational facilities and public transport.

Size and Configuration

The proposed library should have a minimum internal floor area of approximately 500 square metres, or the capacity to deliver this through refurbishment or extension. Adequate access for servicing and deliveries will be required. Parking provision may be on site, shared, or available through nearby public parking, as appropriate to a town centre location.

Options to be Considered

The following options will be considered by the Council:

  • Purchase of a suitable site
  • Purchase of a suitable existing building
  • Proposed developments that are planned to be completed within the next two years, or within a timeframe compatible with potential Departmental funding

Information to be Included in an Expression of Interest

Submissions should include the following information:

  • Owner’s contact details (name, address, phone number, email address)
  • Location map showing the boundary of the site or property
  • Proof of ownership (e.g. copy of folio)
  • Confirmation of site area or internal floor area of existing building(s)
  • Details of current land zoning, if available, for information purposes
  • Details of any relevant planning permissions, if applicable
  • Indicative sale price
  • Details of any known site constraints (e.g. flooding, contamination), together with any available mitigation information

The Council will review submissions and may engage further with property owners as required. The Council is not obliged to accept any Expression of Interest received under this process. Any acquisition will be subject to negotiation, independent valuation, value for money considerations, funding availability, Departmental approval and contract.
