CLÁR 2025
Following on from the recent announcement from the Minister for Rural and Community Development and the Gaeltacht, Dara Calleary in relation to CLÁR 2025, please now find enclosed information relating to all three measures of the CLÁR 2025 programme.
CLÁR (Ceantair Laga Árd-Riachtanais) is a targeted investment programme for rural areas that aims to provide funding for small infrastructural projects in rural areas that have experienced significant levels of de-population.
The CLÁR Funding Scheme 2025 will be delivered under three separate Measures as follows:
Measure 1 Developing Community Facilities & Amenities
Measure 2 Mobility, Cancer Care, Community First Responders and Meals on Wheels Transport.
Measure 3 ‘Our Living Islands’
Measure 1 is administered by Local Authorities in consultation with local communities.

How to Apply
CLÁR 2025 - MEASURE 1
Donegal County Council are now seeking Expressions of Interest from communities for CLÁR 2025/Measure 1.
Measure 1 will support a variety of capital projects that contribute to the enhancement of existing, and/or the development of new, accessible Community Recreation Facilities.
All community amenities funded under this programme must, in so far as practicable, be accessible to all abilities and ages.
Note: Up to 16 project applications in total under Measure 1 may be selected by the Local Authority for onward submission to the Department and for their informed consideration.
CLÁR 2025 - EOI - MEASURE 1
Developing Community Facilities & Amenities
Closing Date for receipt of Expressions of Interest –
CLÁR 2025 – 12noon on Wednesday 14th May 2025
Expressions of Interest received after this deadline cannot be considered.
Thereafter Expressions of Interest will be assessed based on information as contained in the Scheme Outline whereby proposals may be selected for further detailed development in co-operation with local communities which will then be submitted to the Department of Rural and Community Development and Gaeltacht for their further consideration.
