Social Inclusion and Community Activation Programme (SICAP)

“The Social Inclusion and Community Activation Programme (SICAP) is co-funded by the Irish Government, through the Department of Rural and Community Development, and the European Union through the European Social Fund Plus under the Employment, Inclusion, Skills and Training (EIST) Programme 2021-2027" 




The new Social Inclusion and Community Activation Programme (SICAP) 2024-2028 is funded through the Department of Rural and Community Development with co-financing from the European Social fund.  In Donegal the programme is managed locally by Donegal LCDC with support from Donegal County Council. Following a tendering process in 2023, the programme will be implemented in three Lots across the county as follows:


  • Lot 33-1 Donegal Inishowen        Inishowen Development Partnership Ltd (IDP)
  • Lot 33-2 Donegal Gaeltacht         Donegal Local Development CLG (DLDC)
  • Lot 33-3 Donegal                          Donegal Local Development CLG (DLDC) 


SICAP 2024 – 2028 provides funding of €7.8m over the duration of the programme to tackle poverty and social exclusion at a local level through local engagement and partnerships between disadvantaged individuals, community organisations and public sector agencies. SICAP 2024 – 2028 is the successor programme to SICAP 2015 – 2017 and the SICAP 2018 – 2023 Programmes.


SICAP is a targeted, holistic programme for those who are most disadvantaged and less likely to use mainstream services, which provides supports directly to beneficiaries and links them into existing services. It is a multi-faceted programme that provides supports to respond to individual and community needs, aiming to ensure that beneficiaries receive quality, tailored supports, while also allowing flexibility to adapt actions to local need. SICAP also prioritises local engagement and partnerships, between SICAP Programme Implementers, disadvantaged individuals, community organisations and public sector agencies.


Who is it for?


In SICAP 2024-2028, with the support of Donegal LCDC, IDP and DLDC will target those who are most disadvantaged and excluded in Donegal using a community development approach to improve people’s lives. The programme will provide national funding for local actions that tackle social exclusion, with the responsibility on Programme Implementers to design and deliver the most appropriate types of interventions, projects and initiatives in their respective regions of the county.


SICAP 2024-2028 has specific ‘target’ groups to ensure it is a targeted and focused programme. Only people who are from one or more of these groups are eligible for support under the programme:


List of 12 Target Groups


  1. People living in disadvantaged communities
  2. People impacted by educational disadvantage
  3. People living in jobless households or households where the primary
  4. income source is low-paid and/or precarious.
  5. People who are long-term unemployed
  6. People with a criminal history
  7. Refugees
  8. International Protection Applicants
  9. People with Disabilities
  10. Heads of One-parent Families
  11. Travellers
  12. Roma
  13. Island residents
