Town and Village Renewal Scheme 2024

 

Project Development Measure

 

Following on from a recent announcement by the Minister for Rural and Community Development, Heather Humphreys TD, Donegal County Council are now seeking Expressions of Interest under Town and Village Scheme 2024 Project Development Measure from towns and villages who may have a suitable project for consideration.

 

Our Rural Future

Our Rural Future is the whole-of-government policy for rural Ireland for the period 2021-2025 and represents a new milestone in the approach to rural development policy for Ireland. The policy’s objectives are being achieved through the delivery of 161 measures, implemented progressively over the life of the policy across a range of government departments and agencies. Annual work programmes enable new actions to be added over the policy’s lifecycle, to respond to the emerging needs of rural communities. Funded under Project Ireland 2040, the Town and Village Renewal Scheme (TVRS) is one of these annual work programmes and is a key measure directly supporting the objectives of Our Rural Future and the Town Centre First (TCF) Policy.

 

Town Centre First

Town Centre First contains 33 unique actions which will give our towns the tools and resources they need to become more viable and attractive places in which to live, work, visit and run a business. Town Regeneration Officers in all relevant local authority areas are being funded by the Department to drive forward Town Centre First on a local level.

 

Under the Town and Village Renewal Scheme, Project Development Measure up to €50,000 will be invested in supporting the development of up to 3 projects across the County designed to breathe new life into rural communities.

 

Project Development Measure: This measure will assist local authorities to contribute to a pipeline of significant, well-developed projects by providing funding of €50,000 each to support three projects in Donegal as part of the Northwest Region.

 

Under this scheme, applicants must demonstrate that:

 

  1. Proposed projects have been identified as part of a town plan, health check, regeneration strategy or other community planning process.
  2. Full involvement by community interests and/or business interests will be an essential feature of successful projects. 
  3. Proposed projects are strategic and will assist in rejuvenating the town or village in which they are sited. 

 

Other Criteria:

 

  1. Projects that include nature-based solutions or contain a strong sustainability focus will be given additional examination and may be considered more favourably. 
  2. A focus on accessibility for all and inclusivity should be to the fore when developing project proposals for the community.

 

Funding may be awarded under the scheme for costs such as detailed design, planning, procurement, professional fees, assessments, and other development costs.

 

This support will be delivered under the umbrella of the Town and Village Renewal Scheme.

 

Donegal County Council are now seeking Expressions of Interest from towns and villages who may have a suitable project for consideration.

 

Expressions of Interest in respect of Towns and Villages who have not received funding in the past or that have successfully completed projects under previous schemes are also being sought.

  

All interested town/village groups are invited to complete and submit an Expression of Interest as enclosed and forward for the attention of Community Development, Donegal County Council to [email protected]

Closing Date for receipt of Expressions of Interest –

Town and Village Renewal Scheme - 2pm on Thursday 14th March 2024

Thereafter, and working with our colleagues in the Regeneration Team, Expressions of Interest will be considered and assessed whereby up to 3 project proposals may be selected for further detailed development in co-operation with local communities which will then be submitted to the Department of Rural and Community Development for their further consideration.
